Make sure your RTO is meeting all requirements.

Registered training organisations (RTOs) must continue to comply with their obligations.

If your RTO fails to meet these, we deem it non-compliant and may:

  • audit your RTO
  • cancel your registration.

Manage your scope of registration

You are responsible for managing your scope of registration.

This includes:

  • monitoring the status of training packages and accredited courses
  • ensuring you’re delivering the most updated version of a training package or course.

Expiry dates for training packages and courses are on the State register and training.gov.au

You can register with training.gov.au to receive notifications of changes to courses.

You can apply at any time to update your scope of registration.

Pay the annual registration fee

You must pay a yearly registration fee.

Submit an annual declaration of compliance

You must submit an annual declaration of compliance to us by 1 April each year.

This declaration confirms that your organisation:

  • meets all relevant standards and guidelines
  • has monitored compliance and corrected any issues.

You need to provide examples of compliance.

If you identify non-compliance, explain any reasons for not meeting the requirements. Describe the steps you are taking to fix these issues.

The principal executive officer must sign the declaration.

Submit activity reports

National data reporting

The Australian VET Management Information Statistical Standard (AVETMISS) is a national data standard. It ensures VET information is consistent and accurate.

The National Centre for Vocational Education Research (NCVER) manages AVETMISS and administers the National VET Provider Collection.

RTOs are legally required to collect and report data. Requirements for collecting and reporting data are in the National VET Data Policy.

Unique student identifiers

A Unique Student Identifier (USI) is an individual's education number for life.

You must report a USI for every student unless you have an exemption.

Exemptions from reporting

Some RTOs may be fully or partially exempt from reporting training activity.

Quality indicator data reporting

We collect data on 2 quality indicators:

  • learner engagement
  • employer satisfaction.

Learner engagement includes perceptions of the:

  • quality of competency development
  • support received from their RTO.

Employer satisfaction focuses on perceptions of the:

  • competency development of learners
  • relevance of learner competencies for work and further training
  • overall quality of the training and assessment.

This data can help RTOs improve their services. Data also assists us to conduct informed risk assessments.

Quality indicator questionnaires

We collect data on quality indicators using questionnaires. You need to send the relevant questionnaire to students and their employers.

You are then required to collect and analyse the data.

You must show how you used the questionnaire data to improve your organisation.

Once you have collected and analysed the data, complete the form and email it to vet.qi@education.vic.gov.au.

You must submit your data from the previous year to us by 30 June.

We do not release quality indicator data to any other party.

Address non-compliance

An RTO is non-compliant if it breaches relevant standards, conditions or guidelines.

If we inform you of non-compliance, you must rectify the issues we have identified.

If you do not fix the problems within the set timeframe, we may cancel or suspend your RTO's registration.

What is an enforceable undertaking?

If an RTO wishes to formalise a process for rectifying non-compliance, they may offer us an enforceable undertaking. This is a written agreement between the RTO and us.
