The VRQA registers and regulates student exchange organisations (SEOs) in Victoria. SEOs can be schools or non-school organisations who partner with a school.
Only VRQA-registered student exchange organisations can operate student exchange programs.

Student exchange programs
A student exchange program may last between 4 weeks and 12 months.
An SEO must ensure an equal number of outbound to inbound exchange students over a 2-year period.
