Standards and guidelines for schools
The VRQA registers schools to deliver senior and foundation secondary courses.
Schools must apply for permission from the Victorian Curriculum and Assessment Authority (VCAA) to deliver the:
- Victorian Certificate of Education (VCE), including the VCE Vocational Major (VCE VM)
- Victorian Pathways Certificate (VPC)
Schools must apply for authorisation from the International Baccalaureate Organisation (IBO) to deliver the International Baccalaureate Diploma.
Schools must comply with additional requirements in the standards and guidelines for schools to deliver senior and foundation secondary courses.

How is my application assessed?
We will assess your application against the minimum standards and requirements for school registration. If necessary, we may request additional information.
We may ask you to attend a meeting within 4 to 6 weeks of your application.
You will have one opportunity to resubmit insufficient documentation.
How will I know the outcome of my application?
We will contact you when we have decided the outcome of your application.
If we grant registration, we will issue you a certificate of registration and amend the State Register.
What happens after registration?
We review all registered schools periodically. This happens no more than 5 years after the school's initial registration or previous review.
Appeals
If we reject your application, you can appeal our decision by applying to the Victorian Civil and Administrative Tribunal (VCAT).
